    Given the emerging nature and rapid evolution of the digital field, many of its aspects remain unregulated, and there is an evident shortage of specialists capable of addressing these challenges in practice. In order to bridge the gap, the QAZTECH Alliance is committed to developing and training experts in the domain of Digital Law.

    Has over 25 years of distinguished experience in public service. Held the positions of Minister of Industry and New technologies and Minister of Investments and Development, served as - Deputy Prime Minister, Head of the Presidential Administration, Aid to the President of the Republic of Kazakhstan, Mayor of Astana, member of the Board of Directors of Samruk-Kazyna, JSC "Baiterek", and JSC "Development Bank of Kazakhstan", as well as the member of the Coordination Council of the Association of Kazakhstan Machinery Industry.

    Head of the Affiliated Centre for the Fourth Industrial Revolution in Kazakhstan, and a member of the World Economic Forum's Eurasia Policy Group. He has held various positions such as the Director of the Institute of Development and Economic Affairs, Representative of the Global Entrepreneurship Network in Kazakhstan, and Supreme Commissioner of the World Business Angels Investment Forum. In March 2018, he was invited to work in the quasi-public sector as the deputy chairman of the board of "National Infocommunication Holding Zerde". He coordinated the creation and development of Astana Hub and QazInnovation and served as the CEO of AIFC Tech Hub.

    Moreover she is the founder of the "Baquatty Aimaq Qory" charitable foundation, aimed at supporting and developing local communities, improving living conditions, and providing assistance to those in need. Dolores is a partner of the Mentors project under the "Dara" Charitable Foundation, which works on mentoring and support programs for children and youth. Additionally, she is a member of the International Advisory Board of Nazarbayev University, contributing to the strategic development and international cooperation of the university.

Holds a PhD in Biological Sciences specializing in Genetics and is an academic advisor at the Engineering Academy of the Kyrgyz Republic (Bishkek).

    Advisor to the president of Nazarbayev University (NU). He graduated from the international Rockefeller Foundation program "Leaders in Development and Environment." He is a physicist-engineer and holds a PhD in Physical and Mathematical Sciences.

    A founder of iKapitalist, the largest investment and loan crowdfunding platform in Kazakhstan. Has an extensive experience in both public and private sector. Held various leadership positions, including a Vice Minister of Industry and Trade of the Republic of Kazakhstan, being one of the key developers of Kazakhstan's first Industrial Plan in 2010, investment Director at Falah Growth Fund, with a capitalization of 500 million USD, and Macquarie Russia & CIS Infrastructure Fund, with a capitalization of 630 million USD. Beginning his career in Brussels at the European Commission's headquarters, Directorate DG Information Society, as well as Atos, the largest European system integrator, in Madrid. In 2019, he founded the iKapitalist platform, through which Kazakhstani investors have financed over 16 billion tenge into small and medium-sized businesses in Kazakhstan. Served as an independent expert for the European Commission. Throughout his career, he has assessed over 700 applications for funding and monitored the activities of ongoing projects funded by the European Union in the field of information technology.
    He is an MBA graduate of the Chicago Booth School of Business.
  • Aliya Dzhumabayeva

    With over 25 years of experience in public service, including antitrust regulation, regulation of natural monopolies, and the transport sector, she has held numerous leadership positions, including Deputy Head of the Antimonopoly Authority of Kazakhstan and Director of the Eurasian Economic Commission Department. She has also worked in the private sector, focusing on energy issues and regulatory consulting across various fields, and in the quasi-public sector, addressing improvements in Kazakhstani and international law, as well as the development of the transport industry and the streamlining of internal company processes.
    She is an adjunct professor at MNU, teaching courses on "International Competition Law" and "EAEU Law - Common Markets and Competition Rules". She has co-authored several textbooks on antitrust (competition) law and is a member of the Eurasian Alliance of Antitrust Experts Council. She holds degrees in Economics and Law, as well as an MBA.

    He has worked in a quasi-public sector telecommunications company, where he developed skills in managing large projects and interacting with government structures. He also worked at Hewlett-Packard, where he gained valuable experience in high technology and the corporate sector. In the startup industry, Batyrzhan has proven himself to be an effective entrepreneur, successfully launching and developing new projects. His product expertise encompasses the provision of services and solutions for technology companies, including the development and implementation of innovative solutions. Additionally,he has deep knowledge in venture capital acquisition, enabling him to effectively attract investments and support the growth of startups.

    Has an extensive experience in the technology sector, including her work at Microsoft Kazakhstan. Has successfully led the implementation of projects and initiatives by Microsoft Corporation in the Kazakhstani market, promoting and increasing the use of the company's products. Additionally, she managed the team that opened the Microsoft Innovation Center at the Park of Information Technologies. She was involved in signing memorandums with various Ministries of the Republic of Kazakhstan and Academic Institutions, including leading technical universities.

In operations management, ensures efficient management of operational processes and optimization of company activities. In supply chain management, he develops and implements strategies to improve logistics processes, increasing efficiency and reducing costs.
    He is also an expert in software development, specializing in microservice applications using Java, Quarkus, and Hibernate, as well as in mobile app development for Android with Java and OpenGL. In systems programming (C/C++), he tackles complex challenges and develops robust software solutions, combining technical knowledge with business acumen for effective project management and goal achievement.

    Co-founder and CEO of Azimut Solutions Group.
    Successful business leader with over 20 years of experience in digital transformation, innovation, IT technologies, and telecommunications. He is the co-founder and Chairman of the Supervisory Board of Azimut Solutions LLC (since 2015), a multi-vendor system integrator with a staff of 100 employees.
    He holds the position of Chairman of the Supervisory Board at a telecommunications outsourcing company with more than 800 employees. He is also the co-founder of a software development company (since 2022) and a telecommunications operator providing services in remote regions of Kazakhstan (since 2023). Previously, he served as the Director of the Sales Department at Huawei Technologies (2007-2015), developing partner channels and negotiating large-scale projects. He also has experience as a Senior Data Network Specialist at Huawei Technologies (2005-2007), where he was involved in the architecture and design of data transmission networks.

  • Nurlan Rakhmetov

    Nurlan has over 20 years of experience working in the public and quasi-public sectors of Kazakhstan. He led the Tax Committee of Kazakhstan, served as Vice Minister of State Revenues and Finance, and was the Managing Director for Finance and Economics at JSC National Company "KazMunayGas." For over 10 years (2008-2019) he was a top manager at JSC "Samruk-Kazyna," overseeing finance and business planning, government relations, and serving as the Managing Director for Transformation, Privatization, and Restructuring. He has been a member of the Board of Directors at JSC "National Company "KazMunayGas," JSC "Samruk-Energo," JSC "Kazpost," and others. As part of the Project Office headed by the Prime Minister of Kazakhstan, he participated in developing the Strategy for achieving carbon neutrality in Kazakhstan by 2060. Nurlan graduated from the Faculty of Mechanics and Mathematics at Lomonosov Moscow State University and IE (Instituto de Empresa) Business School (Madrid) with a Global Executive MBA. He holds a PhD in Physical and Mathematical Sciences. Since 2019, Nurlan has participated as a consultant in several World Bank projects related to the creation and management of state holdings and companies in Kyrgyzstan, Azerbaijan, Uzbekistan, Kazakhstan, and Montenegro.

    Aliya has extensive experience working in the Ministry of Justice, the Presidential Administration, and the Senate of Parliament, specializing in legislative activities. She is involved in the development and analysis of legal acts, legislative initiatives, and regulatory documents, ensuring that national legislation complies with international standards.
    She prepares legislative proposals, coordinates and monitors the implementation of legal norms, and supports the implementation of policies and programs aimed at improving legislation and the rule of law. Her work includes analyzing and reviewing draft laws, participating in discussions and debates, and making proposals and amendments to enhance the country's legislative framework.
  • Ayana Manasova

    Ayana has experience in the development and analysis of socio-economic policies, evaluation of government agencies' effectiveness, management of research projects, interagency coordination, and interaction with international organizations.
    A graduate of Narxoz University and Lancaster University (UK), she has led the National Analytical Center under the Government of Kazakhstan, the Kasipkor Holding, and the Center for Strategic Research and Analysis at the Presidential Administration of Kazakhstan. Ayana has also served as the coordinator of Kazakhstan's cooperation with the Organization for Economic Cooperation and Development (OECD).

    Alexander has extensive experience in analytics and research. At the helm of Jusan Analytics, he implemented data-driven analytics in areas such as economics, demographics, market analysis, and technological trends. While working at the research center of Nazarbayev University, he conducted research on global value chains.
    In his role as Deputy Head of the Center for Strategic Development and Analysis at the Presidential Administration, he oversaw strategic planning and economic policy formulation. Alexander has also held leadership positions in key government and National Bank analytical centers, with expertise in macroeconomics, labor market development, vocational and technical education, small and medium-sized businesses, and competitiveness enhancement.
